The role of urban management on spatial duality (Case study: Eastern and Western areas of District 7 of Tehran Municipality)

Abstract

The increase in population in cities has led to the emergence of numerous problems. Spatial duality is one of the most important problems that has arisen due to inefficient urban management. The management of the regions of Tehran has not been implemented in an integrated and coordinated manner, and the plans prepared are such that the distribution of uses, including residential, educational, commercial, administrative, medical, and recreational, has been carried out with the greatest difference in the eastern and western areas of District 7. One of the main obstacles is the fragmentation of urban management in policy-making, decision-making, planning, guidance, and supervision. In fact, instead of an integrated system in the management of District 7 of Tehran, we are faced with a fragmented system. The aim of the research is to identify the factors affecting the role of urban management on the duality of the spaces of the eastern and western areas of District 7 of Tehran Municipality. The research is applied in terms of its purpose, exploratory in nature, and qualitative-quantitative in terms of its method. The statistical population consists of 75 experts. The sampling method was non-probability and snowball type. The research information was collected through the library method. The data collection tool is a questionnaire of closed questions. The Delphi panel team was used to analyze the data. The results show that socio-cultural criteria in 5 indicators, economic criteria in 4 indicators, environmental-physical criteria in 4 indicators, and managerial-political criteria in 3 indicators indicate the unfavorable status of the role of urban management on the duality of the eastern and western areas of District 7 of Tehran Municipality. Reducing fragmentation, using the participation of all stakeholders in the decision-making stages, and coordination between the management organizations of District 7 will lead to the realization of integrated management.
