تحلیل مدل‌های درآمدی در خدمات شهر هوشمند: رویکردی بر مشارکت عمومی-خصوصی (PPP)

چکیده

هدف اصلی این پژوهش، تحلیل عمیق مدل‌های درآمدی در خدمات شهر هوشمند با تمرکز بر سازوکار مشارکت عمومی-خصوصی (PPP) بود. با توجه به ماهیت پیچیده و چندوجهی موضوع، از رویکرد کیفی و راهبرد تحلیل مضمون استفاده شد. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با ۲۲ نفر از خبرگان کلیدی شامل مدیران ارشد بخش عمومی، سرمایه‌گذاران و مدیران بخش خصوصی و استادان دانشگاه گردآوری و تحلیل شدند. یافته‌ها بیانگر تحولی پارادایمی از مدل‌های درآمدی مستقیم و سنتی به سمت مدل‌های غیرمستقیم و پیچیده، مبتنی بر خلق ارزش از داده، صرفه‌جویی در هزینه‌ها و ایجاد بازارهای ثانویه بودند. این پژوهش نشان می‌دهد موفقیت مشارکت‌ها درگرو گذار از نگاه «پیمانکاری» به «شراکت واقعی» و نیازمند ساختارهایی مبتنی بر «تسهیم متقارن ریسک» است. حاکمیت داده و حفظ مالکیت عمومی آن و نیز انعطاف‌پذیری قراردادها به‌عنوان الزامات حیاتی شناسایی شدند. درنهایت، پژوهش مدلی مفهومی ارائه می‌دهد که در آن دستیابی به پایداری چندبعدی (اقتصادی، اجتماعی و نهادی)، به‌عنوان هدف غایی، منوط به وجود «محیطی توانمندساز» است که شامل ثبات قانونی و سیاسی و زیرساخت‌های فناورانه باشد. این مطالعه چارچوبی برای طراحی مدل‌های درآمدی منصفانه، پایدار و انطباق‌پذیر در اختیار سیاست‌گذاران و فعالان این حوزه قرار می‌دهد؛ چارچوبی که که منافع عمومی را با سودآوری بخش خصوصی هم‌سو می‌کند.
