Evaluating the Role of Artificial Intelligence in Enhancing the Decision-Making Quality of Urban Managers

As urban issues become more complex and cities require efficient decision-making, artificial intelligence (AI) has emerged as one of the most transformative technologies in urban governance. This study evaluates the role of AI in improving the decision-making quality of urban managers. A descriptive–analytic approach was applied, using surveys and in-depth interviews with 15 senior managers and 25 urban planning experts. Data analysis shows that machine learning algorithms, predictive systems, and scenario simulations significantly enhance both the speed and accuracy of decision-making. The findings also indicate that the effectiveness of AI depends on complementary factors such as a data-driven culture, managerial trust in intelligent systems, and the digital literacy level of decision-makers. However, challenges such as limited high-quality data, workforce resistance, and insufficient real-time analytical infrastructure hinder full utilization of AI capabilities. The study recommends strengthening managerial training, investing in data infrastructure, and implementing advanced decision-support systems to enable intelligent urban management.
