Abstract

Digital equity is a crucial prerequisite for the success of smart city initiatives since unequal access to digital infrastructures and skills can replicate or intensify social disparities. This study analyzes the digital equity gap using survey data from 500 citizens across various urban districts. Results demonstrate significant differences between affluent and disadvantaged areas regarding access to high-speed internet, competence in using digital services, quality of smart devices, and technological literacy. The findings also reveal that unequal access reduces citizen participation, widens service-delivery gaps, and lowers trust in smart city governance. The study emphasizes the need for compensatory policies, equitable infrastructure development, and widespread digital literacy training as essential strategies for closing the digital divide.
