Developing an Integrated Cybersecurity Framework for Smart City Infrastructures

Abstract

With the rapid expansion of smart technologies and device connectivity, urban infrastructures are increasingly exposed to cyber threats. This study develops an integrated cybersecurity framework for smart city infrastructures using a qualitative thematic analysis of interviews with 25 experts in cybersecurity and urban technology, along with the analysis of real-world cyberattacks. Findings show that system fragmentation, inadequate security standards, weak digital identity management, and insufficient professional training constitute the main vulnerabilities. The proposed model consists of four layers: network security, data security, citizen security, and operational security, each incorporating a set of protective strategies. This framework provides a robust basis for cybersecurity policymaking and enhances the digital resilience of urban infrastructures.
