Measuring Digital Transformation Maturity in Urban Management Organizations

Abstract

Digital transformation is a major strategic trend that significantly influences service quality, organizational productivity, and agility in urban management. This study measures the digital transformation maturity level of urban management organizations through a survey of 420 municipal employees. A five-dimensional maturity model—technological infrastructure, digital culture, human skills, smart processes, and transformational leadership—was applied. Findings indicate that the average maturity level falls below the acceptable threshold, with the greatest weaknesses appearing in digital culture and human competencies. Regression analysis further shows that transformational leadership and organizational agility exert the strongest influence on digital transformation speed. The study concludes that achieving digital transformation in urban organizations requires not only infrastructure development but also targeted cultural change and workforce empowerment.
